This relates to residence documentation such as Registration Certificates, Residence Cards, Documents Certifying Permanent Residence and Permanent Residence Cards issued during April-June 2017  to EEA Nationals and their EEA & Non-EEA Family Members.

UK Residence Card for Non-EEA Family Member

UK Residence Card Refusal Rate- EU, EEA Nationals, Non-EEA Family

According to the Official Statistics, during April-June 2017, 106,115 applications were made by the EEA nationals and their EEA & Non-EEA Family Members for the issuance of residence documentation (excluding Worker Registration Scheme)48,580 applications were made for the issuance of Registration Certificates and Residence Cards by EEA Nationals and their EEA & Non-EEA Family Members and 57,524 applications for Documents Certifying Permanent Residence and Permanent Residence Cards. Apart from these two categories, 11 residence related applications were made in Other Categories.

Accordingly, 83,852 Residence Documentation issued to EEA Nationals and their EEA & Non-EEA Family Members. 11,580 applications were Refused; whereas, 10,672 applications were declared Invalid.

Since Invalid applications (10,672) account for 10.05% of the Total Applications  (106,115), therefore, the overall success rate and refusal rate as a percentage of total applications (106,115) was 79.01% and 10.91%, respectivelyThe success rate and refusal rate as a percentage of valid applications (95,443) was 87.85% and 12.13%, respectively. 

Registration Certificates & Residence Cards- 48,580 Applications

Applications for Registration Certificates and Residence Cards from EEA Nationals and their EEA & Non-EEA Family Members amounted to 48,580, which accounts for 45.78% of the Total Applications (106,115) made during the April-June 2017 quarter.

Accordingly, 36,944 Registration Certificates and Residence Cards were issued during the quarter. As many as 5,736 applications for Registration Certificates and Residence Cards by EEA Nationals and their EEA & Non-EEA Family Members were refused; whereas, 5,900 applications were declared Invalid.

Since Invalid applications (5,900) account for 12.14% of the Total Applications (48,580) for Registration Certificates and Residence Cards, therefore, the overall success rate and refusal rate as a percentage of total applications (48,580) was 76.04% and 11.80%, respectively

The success rate and refusal rate as a percentage of valid applications (42,680) was 86.56% and 13.43%, respectively. 

Permanent Residence Cards- 57,524 Applications

During the April-June 2017 quarter, applications for Documents Certifying Permanent Residence and Permanent Residence Cards from EEA Nationals and their EEA & Non-EEA Family Members amounted to 57,524, which accounts for 54.20% of the Total Applications (106,115).

46,908 Documents Certifying Permanent Residence and Permanent Residence Cards were issued during the quarter and 5,844 applications were refused; whereas,  4,772 applications were declared Invalid.

Since Invalid applications (4,772) account for 8.29% of the Total Applications (57,524) for Registration Certificates and Residence Cards, therefore, the overall success rate and refusal rate as a percentage of total applications (57,524) was 81.54% and 10.15%, respectively

The success rate and refusal rate as a percentage of valid applications (52,752) was 88.92% and 11.07%, respectively.

Who is a European Economic Area (EEA) National?

A person is a European Economic Area (EEA) national if he/she is a citizen of one of the following countries; however, if he/she has a permanent residence in, but not citizenship of, any of these countries, then he/she is not an EEA national:

Austria (EU 14), Belgium (EU 14), Bulgaria (EU 14), Croatia (EU Other), Republic of Cyprus (EU Other), Czech Republic (EU 8), Denmark (EU 14), Estonia (EU 8), Finland (EU 14), France (EU 14), Germany (EU 14), Greece (EU 14), Hungary (EU 8), Iceland (not a member of EU), Ireland (EU 14), Italy (EU 14), Latvia (EU 8), Liechtenstein (not a member of EU), Lithuania (EU 8), Luxembourg (EU 14), Malta (EU Other), Netherlands (EU 14), Norway (not a member of EU), Poland (EU 8), Portugal (EU 14), Romania (EU 14), Slovakia (EU 8), Slovenia (EU 8), Spain (EU 14), Sweden (EU 14) and the United Kingdom.

A European Economic Area (EEA) National has the same freedom of movement rights as that of a European Union (EU) citizen. The UK’s EEA Regulations extend free movement rights to all EEA and Swiss nationals. Switzerland is neither a member of the EU or the EEA. Since June 2002, Swiss citizens have had rights which are similar to those of EEA nationals.

Applications by Nationality/Geographical Regions

83,494 applications i.e. 78.68% of the total applications (106,115) for UK Residence Documents were made by EEA Nationals and their Family Members from

  • EU-14 (46,204), EU-8 (22,749), EU-2 (13,483), EU Other (431);
  • Norway (347), Iceland (15), and Liechtenstein (3), who are Members of EEA but not that of EU. Switzerland (262) is not a Member of EEA/EU but free movement rights are extended to Swiss nationals under UK’s EEA Regulations. All these four countries are Grouped as Other European

The remaining, 22,621 applications, i.e. 21.31% of the total applications (106,115), for UK Residence Documents were made by Non-EEA Family Members of a EEA National from South Asia (7,979), Sub-Saharan Africa (5,376), South and Central America (3,021), Other Europe (2,335 after excluding 347, 262, 15 and 3 Applications from Norway, Switzerland, Iceland and Liechtenstein, respectively), North Africa (1,047), North-America (639), South East Asia (568), Middle East (491), East Asia (425), Central Asia (375), Oceania (243) and Other (122).

EU 14

46,204 applications for the issuance of UK Residence Documents were made by EEA Nationals and their Family Members from EU-14 countries viz. Austria (582), Belgium (830), Denmark (619), Finland (343), France (4,228), Germany (3,502), Greece (1,738), Ireland (515), Italy (14,717),  Luxembourg (24), Netherlands (3,162), Portugal (8,407), Spain (6,645), Sweden 892.

The applications from EU-14 (46,204) account for 43.54% of the total applications (106,115) made by EEA Nationals and their Family Members for the issuance of UK residence documents.

37,330 UK Residence Documents were issued to EEA Nationals and their Family Members from EU 14 countries. 3,983 applications were Refused; whereas, 4,890 applications were declared Invalid.

Since Invalid applications (4,890) account for 10.58% of the Total Applications (46,204) for the issuance of UK Residence Documents were made by EEA Nationals and their Family Members from EU-14 countries, therefore, the overall success rate and refusal rate as a percentage of total applications (46,204) was 80.79% and 8.62%, respectively

The success rate and refusal rate as a percentage of valid applications (41,314) was  90.36% and 9.64%, respectively. 

EU 8

22,749 applications for the issuance of UK Residence Documents were made by EEA Nationals and their Family Members from EU-8 countries viz. Czech Republic (682), Estonia (259), Hungary (1,964), Latvia (2,357), Lithuania (2,352), Poland (14,022), Slovakia (1,057), and Slovenia (56).

The applications from EU-8 (22,749) account for 21.43% of the total applications  (106,115)  made by EEA Nationals and their Family Members for the issuance of UK residence documents.

19,606 UK Residence Documents were issued to EEA Nationals and their Family Members from EU 8 countries. 1,497 applications were Refused; whereas, 1,645 applications were declared Invalid.

Since Invalid applications (1,645) account for 7.23% of the Total Applications (22,749) for the issuance of UK Residence Documents made by EEA Nationals and their Family Members from EU-8 countries, therefore, the overall success rate and refusal rate as a percentage of total applications (46,204) was 86.18% and 6.58%, respectively

The success rate and refusal rate as a percentage of valid applications (21,104) was  92.90% and 7.09%, respectively.

EU 2

13,483 applications for the issuance of UK Residence Documents were made by EEA Nationals and their Family Members from EU-2 countries viz. Bulgaria (3,296) and Romania (10,187).

The applications from EU-2 (13,483) account for 12.70% of the total applications  (106,115)  made by EEA Nationals and their Family Members for the issuance of UK residence documents.

10,975 UK Residence Documents were issued to EEA Nationals and their Family Members from EU 8 countries. 973 applications were Refused; whereas, 1,535  applications were declared Invalid.

Since Invalid applications (1,645) account for 11.38% of the Total Applications (13,483) for the issuance of UK Residence Documents made by EEA Nationals and their Family Members from EU-2 countries, therefore, the overall success rate and refusal rate as a percentage of total applications (13,483) was 81.40% and 7.22%, respectively

The success rate and refusal rate as a percentage of valid applications (21,104) was  91.86% and 8.14%, respectively.

South Asia

7,979 applications for the issuance of UK Residence Documents were made by the Non-EEA South Asian Family Members of EEA Nationals from Bangladesh (1,195), India (3,222), Maldives (1), Nepal (59), Pakistan (3,018), and Sri Lanka (484).

The applications from South Asia (7,979) account for 7.52% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

5,201 UK Residence Documents were issued to Non-EEA South Asian Family Members of EEA Nationals in the UK. 1,898 applications were Refused; whereas,  879 applications were declared Invalid.

Since Invalid applications (879) account for 11.02% of the Total Applications (7,979) for the issuance of UK Residence Documents to Non-EEA South Asian Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (7,979) was 65.18% and 23.79%, respectively

The success rate and refusal rate as a percentage of valid applications (7,100) was  73.25% and 26.73%, respectively.

Sub-Saharan Africa

5,376 applications for the issuance of UK Residence Documents were made by the Non-EEA Sub-Saharan African Family Members of EEA Nationals from Angola (39), Benin (11), Botswana (8), Burkina (7), Burundi (2), Cameroon (184), Cape Verde (17), Central African Republic (1), Comoros (1), Congo (19), Congo (Democratic Republic) (30), Djibouti (1), Equatorial Guinea (5), Eritrea (12), Ethiopia (30), Gabon (2), Gambia, The (173), Ghana (1,531), Guinea (54), Guinea-Bissau (52), Ivory Coast (124), Kenya (65), Liberia (7),  Madagascar (2), Malawi (22), Mali (12),  Mauritius (114), Mozambique (12), Namibia (14),  Niger (1), Nigeria (2,025), Rwanda (8), Sao Tome and Principe (16), Senegal (61), Seychelles (5), Sierra Leone (77), Somalia (151), South Africa (330), Sudan (South) (1), Tanzania (23),  Togo (6), Uganda (33), Zambia (14), Zimbabwe (74).

The applications from Sub-Saharan Africa (5,376) account for 5.06% of the total applications (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

3,069 UK Residence Documents were issued to Non-EEA Sub-Saharan African Family Members of EEA Nationals in the UK. 1,553 applications were Refused; whereas, 748 applications were declared Invalid.

Since Invalid applications (748) account for 13.91% of the Total Applications (5,376) for the issuance of UK Residence Documents to Non-EEA Sub-Saharan African Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (5,376) was 57.09% and 28.89%, respectively

The success rate and refusal rate as a percentage of valid applications (4,628) was  66.31% and 33.56%, respectively.

South & Central America

3,021 applications for the issuance of UK Residence Documents were made by the Non-EEA South and Central American Family Members of EEA Nationals from Argentina (104), Barbados (2), Bolivia (69), Brazil (1,876), Chile (39), Colombia (235), Costa Rica (6), Cuba (26), Dominica (1), Dominican Republic (56), Ecuador (86), El Salvador (8), Grenada (3), Guatemala (5), Guyana (6), Haiti (5), Honduras (11), Jamaica (114), Mexico (85),  Nicaragua (9), Panama (1), Paraguay (10), Peru (50), St. Kitts and Nevis (1), St. Lucia (10),  St. Vincent and the Grenadines (4), Trinidad and Tobago (23), Uruguay (8) and Venezuela (168).

The applications from South and Central America (3,021 ) account for 5.06% of the total applications (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

3,069 UK Residence Documents were issued to Non-EEA South and Central American Family Members of EEA Nationals in the UK. 1,553 applications were Refused; whereas, 748 applications were declared Invalid.

Since Invalid applications (262) account for 8.67% of the Total Applications (3,021) for the issuance of UK Residence Documents to Non-EEA South and Central American Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (3,021 ) was 76.27% and 15.06%, respectively

The success rate and refusal rate as a percentage of valid applications (2,759) was  83.51% and 16.49%, respectively.

North Africa

1,047 applications for the issuance of UK Residence Documents were made by the Non-EEA North African Family Members of EEA Nationals from Algeria (420), Egypt (224),  Libya(26), Morocco (241), Sudan (69) and Tunisia (67).

The applications from North Africa (1,047) account for 0.99% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

733 UK Residence Documents were issued to Non-EEA North African Family Members of EEA Nationals in the UK. 213 applications were Refused; whereas,  101 applications were declared Invalid.

Since Invalid applications (101) account for 9.65% of the Total Applications (1,047) for the issuance of UK Residence Documents to Non-EEA North African Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (1,047) was 70.01% and 20.34%, respectively

The success rate and refusal rate as a percentage of valid applications (946) was 77.48% and 22.52%, respectively.

North America

639 applications for the issuance of UK Residence Documents were made by the Non-EEA North American Family Members of EEA Nationals from Canada (129) and United States (510).

The applications from North America (639) account for 0.60% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

508 UK Residence Documents were issued to Non-EEA North American Family Members of EEA Nationals in the UK. 80 applications were Refused; whereas, 51 applications were declared Invalid.

Since Invalid applications (51) account for 7.98% of the Total Applications (639) for the issuance of UK Residence Documents to Non-EEA North American Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (639) was 79.50% and 12.52%, respectively

The success rate and refusal rate as a percentage of valid applications (588) was 86.39% and 13.61%, respectively.

South East Asia

568 applications for the issuance of UK Residence Documents were made by the Non-EEA Southeast Asian Family Members of EEA Nationals from Burma (2), Cambodia (6), East Timor (24), Indonesia (31), Malaysia (70), Philippines (264), Singapore (24), Thailand (100), Vietnam (47).

The applications from Southeast Asia (568) account for 0.53% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

379 UK Residence Documents were issued to Non-EEA Southeast Asian Family Members of EEA Nationals in the UK. 121 applications were Refused; whereas, 68  applications were declared Invalid.

Since Invalid applications (68) account for 11.97% of the Total Applications (568) for the issuance of UK Residence Documents to Non-EEA Southeast Asian Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (568) was 66.73% and 21.30%, respectively

The success rate and refusal rate as a percentage of valid applications (500) was 75.80% and 24.20%, respectively.

Middle East

491 applications for the issuance of UK Residence Documents were made by the Non-EEA Middle Eastern Family Members of EEA Nationals from Bahrain (1), Iran (74),  Iraq (104), Israel (134), Jordan (32), Kuwait (1), Lebanon (43), Palestinian Territories (14), Oman (1), Saudi Arabia (8), Syria (56), and Yemen (23).

The applications from Middle East (491) account for 0.46% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

341 UK Residence Documents were issued to Non-EEA Middle Eastern Family Members of EEA Nationals in the UK. 89 applications were Refused; whereas, 61  applications were declared Invalid.

Since Invalid applications (61) account for 12.42% of the Total Applications (491) for the issuance of UK Residence Documents to Non-EEA Middle Eastern Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (491) was 69.45% and 18.13%, respectively

The success rate and refusal rate as a percentage of valid applications (430) was 79.30% and 20.70%, respectively.

EU Other Countries

431 applications for the issuance of UK Residence Documents were made by EEA Nationals and their Family Members from EU Other Countries viz. Croatia (26), Cyprus (300) and Malta (105).

The applications from EU Other Countries (431) account for 0.40% of the total applications (106,115) made by EEA Nationals and their Family Members for the issuance of UK residence documents.

352 UK Residence Documents were issued to EEA Nationals and their Family Members from EU Other Countries countries. 39 applications were Refused; whereas, 39  applications were declared Invalid.

Since Invalid applications (39) account for 9.05% of the Total Applications (352)  for the issuance of UK Residence Documents made by EEA Nationals and their Family Members from EU Other Countries, therefore, the overall success rate and refusal rate as a percentage of total applications (352) was 81.67% and 9.05%, respectively

The success rate and refusal rate as a percentage of valid applications (392) was 89.80% and 9.95%, respectively. 

East Asia

425 applications for the issuance of UK Residence Documents were made by the Non-EEA East Asian Family Members of EEA Nationals from China (200), Hong Kong (22), Japan (105), Korea (South) (40), Macau (2),  Mongolia (8), and Taiwan (48).

The applications from East Asia (425) account for 0.40% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

329 UK Residence Documents were issued to Non-EEA East Asian Family Members of EEA Nationals in the UK. 63 applications were Refused; whereas, 33 applications were declared Invalid.

Since Invalid applications (33) account for 7.76% of the Total Applications (425) for the issuance of UK Residence Documents to Non-EEA East Asian Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (425) was 77.41% and 14.82%, respectively

The success rate and refusal rate as a percentage of valid applications (392) was 83.93% and 16.07%, respectively.

Central Asia

375 applications for the issuance of UK Residence Documents were made by the Non-EEA Central Asian Family Members of EEA Nationals from Afghanistan (282),  Kazakhstan (25), Kyrgyzstan (15), Tajikistan (1), Turkmenistan (14) and Uzbekistan (38).

The applications from Central Asia (568) account for 0.35% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

189 UK Residence Documents were issued to Non-EEA Central Asian Family Members of EEA Nationals in the UK. 145 applications were Refused; whereas, 41 applications were declared Invalid.

Since Invalid applications (41) account for 10.93% of the Total Applications (375) for the issuance of UK Residence Documents to Non-EEA Central Asian Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (375) was 50.40% and 38.67%, respectively

The success rate and refusal rate as a percentage of valid applications (334) was 56.59%  and 43.41%, respectively.

Oceania

243 applications for the issuance of UK Residence Documents were made by the Non-EEA Oceania Family Members of EEA Nationals from Australia (177), Fiji (1), and New Zealand (65).

The applications from Oceania (243) account for 0.23% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

189 UK Residence Documents were issued to Non-EEA Oceania Family Members of EEA Nationals in the UK. 29 applications were Refused; whereas, 25 applications were declared Invalid.

Since Invalid applications (25) account for 10.29% of the Total Applications (243) for the issuance of UK Residence Documents to Non-EEA Oceania Family Members of EEA Nationals in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (243) was 77.78% and 11.93%, respectively

The success rate and refusal rate as a percentage of valid applications (218) was 86.70% and 13.30%, respectively.

Other Countries

122 applications for the issuance of UK Residence Documents were made by the Non-EEA Family Members of EEA Nationals from Other Countries viz. British overseas citizens (15), Other and unknown (101), Refugee (4), and  Stateless (2).

The applications from Other Countries (568) account for 0.53% of the total applications  (106,115) made by EEA Nationals and their EEA & Non-EEA Family Members for the issuance of UK residence documents.

61 UK Residence Documents were issued to Non-EEA Family Members of EEA Nationals from Other Countries in the UK. 29 applications were Refused; whereas, 31  applications were declared Invalid.

Since Invalid applications (31) account for 25.41% of the Total Applications (122) for the issuance of UK Residence Documents to Non-EEA Family Members of EEA Nationals from Other Countries in the UK, therefore, the overall success rate and refusal rate as a percentage of total applications (122) was 50.00% and 23.77%, respectively

The success rate and refusal rate as a percentage of valid applications (91) was 67.03% and 31.87%, respectively.
