This relates to the details of the reasons for the refusal of applications for British Citizenship during 2002-16 in the light of the empirical evidence.

British Citizenship Reasons for Rejection

During 2002 to 2016, cumulatively, 145,974 applications for British Citizenship were refused. On a year to year basis, 6,927, 8,976, 12,118, 14,531, 13,610, 14,723, 8,734, 9,902, 7,593, 6,576, 6,517, 6,820, 5,709, 10,646 and 12,592 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, with the following refusal reasons:

Incomplete Applications

During 2002 to 2016, cumulatively, as many as 10,057 applications for British Citizenships were refused as these were termed as ‘Incomplete applications‘. Accordingly, 558, 608, 827, 1,310, 1,596, 929, 530, 447, 380, 414, 661, 687, 728, 254 and 128 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, as these were deemed as incomplete applications.

Parent Not a British Citizen

During 2002 to 2016, cumulatively, as many as 16,437 applications for British Citizenships were refused with a reason: Parent Not a British Citizen. Accordingly, 531, 775, 1,100, 1,669, 2,161, 2,533, 1,306, 1,692, 786, 627, 514, 553, 510, 749 and 931 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, as applicant’s parent was not deemed to be a British Citizen.

Not of Good Character

During 2002 to 2016, cumulatively, 33,868 applications for British Citizenships were refused as the applicant was termed as Not of Good Character. Accordingly, 798, 945, 1,187, 1,663, 1,764, 1,693, 2,667, 2,747, 2,168, 2,369, 2,428, 2,295, 1,095, 4,524 and 5,525 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, as applicant was not deemed to be a person of a Good Moral Character.

Delay in Replying to Enquiries from UKVI

During 2002 to 2016, cumulatively, as many as 18,370 applications for British Citizenships were refused as an applicant failed to reply to the enquiries from UKVI in time. Accordingly, 1,269, 1,756, 1,600, 2,161, 1,953, 2,232, 819, 584, 767, 314, 306, 423, 1,234, 1,254 and 1,698 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, due to Delay in Replying to Enquiries from UKVI.

Residence

During 2002 to 2016, cumulatively, as many as 50,805 applications for British Citizenships were refused due to the inability of the applicants to fulfill the residence related requirements of the British Home Officer. . Accordingly, 3,338, 4,277, 6,509, 6,259, 4,740, 4,137, 2,219, 3,651, 2,409, 2,216, 2,105, 2,264, 1,224, 2,825 and 2,632 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, because of the failure of an applicant to meet the residence requirements for British Citizenship.

Oath Not Taken In Time

During 2002 to 2016, cumulatively, as many as 964 applications for British Citizenships were refused as an applicant was not able to take the Oath of British Citizenship in time. Accordingly, 70, 115, 186, 339, 105, 38, 37, 26, 9, 10, 0, 0, 6, 14, 9 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, due to Oath Not Taken In Time.

Insufficient Knowledge of English and KOL

During 2005 to 2016, cumulatively, as many as 6,359 applications for British Citizenships were refused as applicants failed to fulfil the requisite Knowledge of English and KOL requirements. Accordingly, 234, 502, 2,365, 608, 267, 382, 143, 103, 62, 489, 531 and 673 applications were refused during 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, respectively, as these were deemed as incomplete applications.

Other

During 2002 to 2016, cumulatively, as many as 9,114 applications for British Citizenships were refused due to Other miscellaneous reasons. Accordingly, 363, 500, 709, 896, 789, 796, 548, 488, 692, 483, 400, 536, 423, 495 and 996 applications were refused during 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015 and 2016, respectively, on Other sundry reasons.
