Does the UK visa application fee change during the year?
In fact, usually, the application fee in GBP usually does not change during the year. As a practice, the Home Office only revises the fees only once every year. Perhaps, usually in the month of March. However, the application fees are payable in GBP in only a few countries. No, an applicant can not get a refund, if the applicant cancels the application after biometrics.
For instance, if an applicant attends the appointment on Sept 2, 2019, and takes the biometrics at UKVAC. However, subsequently decides to cancel the application then the applicant will not be eligible for a refund.
Is there a fee refund in case of a refusal decision?
No, UKVI will not refund the application fee in case of a refusal decision. Perhaps, the charges are for the consideration of an application. And certainly not for making a favourable decision.
Do non-visa nationals require a visa to visit the UK?
No, for visiting the UK up-to 6 months, non-visa nationals don’t require a visitor or transit visa. However, in terms of Paragraph V 1.3 of Appendix V Immigration Rules for visitors, a non-visa national may only need to apply for the UK visit visa, if he/she is:
- visiting the UK to marry or to form a civil partnership, or to give notice of intention, or

In fact, for private medical treatment for less than 180 days, visa nationals can apply for the 6-months visitor visa. Moreover, in terms of Paragraph V 1.3 of Appendix V Immigration Rules, a non-visa national such as Australian, New Zealand, Canadian, US citizen may need to apply for the UK Medical Treatment visa if he/she is seeking to visit the UK for private medical treatment for more than 6 months but less then 11 months.

Spouse visa fees 2019/20 for UK family settlement
