UK Visa Fees and Requirements for Ukrainians 2023

This article gives an overview of UK visas for Ukrainian citizens and passport holders following the Russian invasion of Ukraine in February 2022. To make things easier for Ukrainians, the UK Government has introduced the Ukraine Scheme, which includes options for family sponsorship and visa extensions. Additionally, the British Government has made some concessions for Ukrainians who are already in the UK on certain types of visas. Ukrainian nationals can also apply for UK visas for visits, work, family, or study in the usual way, but if they apply for the Ukraine Scheme there is no application cost. If they apply in the normal way, they will need to pay the regular UK visa fees.

1. UK Visa Requirements and Fees for Ukrainians

After Russian invasion of Ukraine, the UK Government has devised several concessions for Ukrainians such as Ukraine Scheme, which enables them to come to UK without much documentation and cost.

Nevertheless, after the Russian invasion, if any Ukrainian citizen does not qualify for concessions (or does not intend to avail concessions), then need to apply a visa if they intend to visit, work, study, or settle in the UK. For normal applications, the UK visa requirements and fees for Ukrainians depends on the type of application.

2. UK Visa Concessions for Ukrainian Citizens 2022

After Russian invasion of Ukraine in Feb 2022, the UK Government has devised several concessions for Ukrainians, such as:

If you need to travel to the UK urgently for compassionate reasons you should apply for a visa in the usual way at the nearest VAC if you can travel safely and include clear compelling or compassionate reasons for your visit in your application. You should also tell staff at the VAC about these reasons during your appointment.

UK visa support for Ukrainian nationals

Ukraine Scheme

To facilitate Ukranian nationals, the UK Government (Home Office) has devised 3 new routes for those affected by the conflict in Ukraine – the Ukraine Family Scheme, the Homes for Ukraine Sponsorship Scheme, and the Ukraine Extension Scheme, with the following Salient Features:

  • No Application Fee i.e. applications under Ukraine Scheme are free of cost
  • No immigration health surcharge or biometric enrolment fee
  • UKVI (Home Office) to decide applications as quickly as possible
  • Ukrainian Migrants under Ukraine Scheme can live, work and study in the UK for up to 3 years
  • Access to public funds

The Ukraine Scheme will be included in the immigration rules under Appendix Ukraine. Until the immigration rules come into force, the scheme will run as a concession and applicants will be considered for a grant of leave outside the rules

Ukraine Scheme Success Rate

In the year ending September 2022, British Government received a total of 213,307 applications under Ukraine Scheme. 196,094 applications resolved, 186,893 permissions granted under Ukraine Scheme, and 159 applications rejected. Therefore, the UK work visa success and refusal rate from Ukraine are 95.31% and 0.08%, respectively.

Ukrainians Can Switch to Family Routes

The UK Government has provided temporary relief to Ukrainian nationals seeking to stay in the UK under the family Immigration Rules as they may face challenges if they are required to return to Ukraine to make an out of country application for entry clearance.

This concession is intended to facilitate those who have come for a visit or on a temporary route but who meet the requirements of the family Rules to continue their stay in the UK, including on routes to settlement where those requirements are met, and where UKVI are satisfied that it would not be appropriate to require them to return to Ukraine.

Therefore, Ukrainians on a temporary permission such as visitor visa can switch to Family life with a partner, Family Life as a parent, or Adult Dependent Relative route under Appendix FM of Immigration Rules. Ukrainian can avail waiver of TB Test and concession on document flexibility as applicant may be unable to provide the full range of documents. However, they need to meet the requirements of route for the grant of permission.

To be eligible to be considered under this concession an applicant must be a Ukrainian national seeking leave to remain under Appendix FM or Part 7 or 8 of the Immigration Rules

Switching to Study or Work Routes

The UK Government has provided several concessions to Ukrainian nationals, who either had entered the UK prior to 24 February 2022 or had made an entry clearance application prior to that date and subsequently arrive in the UK using that entry clearance. Ukrainian can avail waiver of TB Test and concession on document flexibility as applicant may be unable to provide the full range of documents. However, they need to meet the requirements of route for the grant of permission.

Available Switching Routes

Ukrainian nationals in the UK on a Visitor Visa, Temporary Work, T5 (Temporary Worker), Representative of an Overseas Business, Intra-Company routes, UK Ancestry (and if applying on this route, the Ukrainian national or family member must also hold Commonwealth citizenship), Short-term Student, Parent of a Child Student, Overseas Domestic Worker, Domestic Worker in a Private Household, Domestic Worker who is a Victim of Modern Slavery may switch to:.

  • Skilled Worker (includes Health and Care Visa)
  • Global Talent
  • Student
  • Child Student
  • Parent of a Child Student
  • Intra-company Routes
  • Representative of an Overseas Business
  • T2 Minister of Religion
  • International Sportsperson
  • Temporary Work – Creative Worker, Charity Worker, Religious Worker, Government Authorised Exchange, International Agreement
  • UK Ancestry (if the main applicant also holds Commonwealth citizenship)
  • Investor – This route is no longer open for new initial applications (including no switching into this route, even as part of this concession). However, applicants seeking to extend their leave within this route may be eligible)
  • Start-up
  • Innovator

This concession is intended to facilitate those who have come for a visit or on a temporary route but who meet the requirements of the work and study routes to continue their stay in the UK, including on routes to settlement where those requirements are met, and where UKVI are satisfied that it would not be appropriate to require them to return to Ukraine.

Document Flexibility for Ukrainians

Due to the current situation in Ukraine, Ukrainian nationals may not be able to provide the full range of documents required under the route under which they are applying for a UK visa. If so, Ukrainians need to explain why they cannot provide a normally required document when they make their UK visa application. Ukrainians can do this by drafting a letter setting out their reasons and using the document upload function when completing their UK visa application.

Please note, the Immigration Officer may not require detailed evidence as to why a document is not available. In most instances, the Immigration Officer may be satisfied with a reasonable written explanation provided with the UK visa application as to why the document cannot be obtained. For instance:

  • it is not possible to obtain a document from an institution as it is not functioning or is not offering its full range of services due to current circumstances in Ukraine
  • the applicant cannot obtain the document in person as it is unreasonable to expect the applicant to travel to the location in Ukraine to obtain the document
  • it is unreasonable to expect someone else in Ukraine to obtain the document (on the applicant’s behalf) due to current circumstances in Ukraine

Waiver by Home Office

Therefore, if a Ukrainian national satisfies the Home Office that due to the situation in Ukraine they cannot obtain a document for UK visa application from Ukraine, then Home Office may waive the document requirement. Please note, Home Office considers applications on a case by case basis, taking into account all of the circumstances. For example, if an applicant would meet the 12-month financial requirement under the relevant routes they will not need to submit evidence in any case. Otherwise, the decision maker must be satisfied that the requirement would likely be met if documents could be provided were it not for the circumstances.

Waiver of Tuberculosis (TB) Testing

The UK Government has temporarily waived the requirements for a TB test certificate, in paragraph A39 of the immigration rules. Please note, TB test facilities in Kyiv are closed. Therefore, screening for TB cannot take place and applicants cannot obtain the relevant certificate.

UK Immigration: ID Check App

Ukrainians need to confirm their identity as part of Ukraine Scheme applications. The quickest way to do this is by using the UK Immigration: ID Check app to scan their passport and take their photo. However, to use the app, Ukrainians need to:

  • have a valid Ukrainian international passport
  • use an iPhone 7 or newer model, or an Android phone that can make contactless payments
  • be able to receive a decision letter by email – this can be applicant’s own email address or someone else’s

If an applicant can provide details and a scanned copy of their valid international Ukrainian passport, then they do not need to book or attend a biometric appointment before their arrival in the UK. However, if the applicant is not a Ukrainian citizen, or cannot provide details and a scanned copy of their international Ukrainian passport, then they will need to attend an application centre to provide biometrics (fingerprints and facial photograph) as part of Ukraine Scheme application.

Please note, the UK Visa Application Centre in Ukraine has been closed. Therefore, if required, Ukrainians can use any available (and nearest) UK visa centre for application processing.

Permission to Travel Letter for Ukrainians

If a Ukrainian national with a valid international passport applies for entry clearance under the Ukraine Family Scheme or Homes for Ukraine Sponsorship Scheme, from outside the UK, then in certain circumstances the applicant can travel to the UK on a “permission to travel” letter issued prior to entry to the UK, before providing biometrics and before the entry clearance application is decided. The Permission to Travel is proof that a Ukrainian national can travel to the UK.

Ukrainian nationals need to present ‘permission to travel’ letter issued by the Home Office on arrival. In most instances the UK Border Force may grant the person leave to enter for 6 months on Code 1A (permission to work, study and access public funds). However, the Immigration Office will advise them to apply to vary their application in country using the light touch form. If Ukrainians have used UK Immigration: ID Check app for entry clearance application, then do not need to apply to vary their application.

Prioritizing and Expediting Application Processing for Ukrainians

The aim of UKVI (Home Office) is to decide (process) applications under Ukraine Scheme as quickly as possible. UKVI is processing applications under Ukraine Scheme in date order from when the Ukrainian nationals uploaded their documents, or after appointment at a visa application centre. To expedite the UK visa processing time for applications under Ukraine Schem, UKVI is working 7 days a week. However, UKVI may take some time before issuing a decision. Once UKVI decides then contacts the applicant accordingly. Please note, in a few instances Ukrainians need to wait up to 3 weeks for processing of their applications due to heavy workload of Ukraine Scheme Applications.

3. Ukraine Family Scheme

Ukrainian nationals, who have been living in Ukraine immediately before 1 January 2022, can apply for UK entry clearance visa under the Ukraine Family Scheme if they are a family member of a UK-based sponsor who is a British citizen, person settled in the UK, refugee, person with humanitarian protection, or EEA or Swiss citizen with pre-settled status under the EU Settlement Scheme (where based on residence in the UK before the end of the transition period).

Family members eligible for UK visa under  Ukraine Family Scheme are immediate family members {such as a partner, child under 18, parent of a child aged under 18, fiancé(e) or proposed civil partner), and extended family members (EFM) (such as parent, grandparent, grandchild, adult child, sibling, aunt, uncle, niece, nephew, and cousin) of the UK-based sponsor or their partner and the immediate family members of extended family members (EFM) of the UK-based sponsor or their partner.

Family members of a UK-based sponsor who are not Ukrainian nationals may also qualify under the Ukraine Family Scheme so long as at least one member of the UK- based sponsor’s immediate family is a Ukrainian national.

The Ukraine Family Scheme allows applicants to join family members, or extend their stay, in the UK.

4. Homes for Ukraine Sponsorship Scheme

Ukrainian nationals and their family members can apply for UK entry clearance visa under the Homes for Ukraine Sponsorship Scheme if they have an Approved UK sponsor who will provide accommodation for at least 6 months. Accordingly, to be eligible for the Ukraine Sponsorship Scheme the applicant needs to be Ukrainian, or the immediate family member of a Ukrainian national, and either 18 or older on the date of application or under 18 years old and applying with your parent or legal guardian, or to join them in the UK and must also:

  • have been residing in Ukraine on or immediately before 1 January 2022 (including those who have now left Ukraine)
  • be outside of the UK
  • have an eligible UK-based sponsor

The Ukraine Sponsorship Scheme allows Ukrainian nationals and their family members to come to the UK if they have a named sponsor who can provide accommodation for a minimum of 6 months.

To meet the eligibility requirements under Home for Ukraine Sponsorship Scheme, a UK Sponsor needs to:

  1. Be based in the UK
  2. Have at least 6 months permission to be in the UK
  3. Provide one of the approved identity documents such as UK Passport, Irish Passport or Passport Card, Biometric Residence Permit (BRP), Refugee Travel Document, UK -issued photo driving licence etc.
  4. Confirm they can provide accommodation for a period of at least six months in the UK
  5. Ensure that all adults (18 years and over) in the sponsor household meet suitability requirements

When will sponsors and Ukrainians be able to apply for the sponsorship scheme?

The scheme opened on 18 March for visa applications from Ukrainian applicants who have named people in the UK willing to sponsor them. Either the Ukrainian or the sponsor can complete the application. One application is required per individual coming to the UK.

5. Ukraine Extension Scheme

Ukrainian, or the family member of someone who is Ukrainian can apply for Ukraine Extension Scheme to live, work and study in the UK if they are in the UK with immigration permission on 18 March 2022 or if their last permission ended after 1 January 2022.  A person who has immigration permission as a partner or child of a Ukrainian national who qualifies under the Ukraine Extension Scheme, who is not themselves a Ukrainian national, can also qualify under the Ukraine Extension Scheme.

A Ukraine Extension Scheme visa allows you live, work and study in the UK if you’re Ukrainian, or the family member of someone who is Ukrainian. You can apply to this scheme if you hold any valid UK visa or held one that expired on or after 1 January 2022.

Does Ukraine Extension Scheme Leads to Settlement (ILR) in UK?

No, the Ukraine Extension Scheme does not lead to settlement – indefinite leave to remain (ILR) – in the UK. Therefore, Ukrainians will not be able to count any time they spend in the UK under Ukraine Extension Scheme as part of an indefinite leave to remain (ILR) application in the UK. Accordingly, Ukrainians may need to consider whether they want to keep their current visa or switch to the Ukraine Extension Scheme.

6. Can Ukrainians Travel to the UK?

Ukrainian nationals and passport holders can travel to the UK if they have a valid visa.

Ukrainians having citizenship of non-visa countries such as USA, Australia, New Zealand, EU do not require a visa for visiting the UK for up to 6 months. However, Ukrainians having a Permanent Residence (PR) in a non-visa country do require a visa for travelling to the UK.

After the Russian invasion, the UK Government has granted temporary concession to Ukrainian citizens in the UK on a visitor visa. Accordingly, Ukrainians in the UK on a visitor visa can switch into a points-based route or a family visa route without having to leave the UK. However, Ukrainians need to meet the requirements of the relevant family or work route and pay the associated application fees.

Types of UK Visit Visas for Ukrainians

The most popular visa for visiting UK from Ukraine is the standard visitor visa. However, depending on the purpose of visiting the UK, Ukrainian Citizens can apply for other types of visitor visas such as marriage, private medical treatment, permitted paid engagement.

In the year ending September 2022, a total of 24,060 Ukrainians applied for visitor visa UK. 23,387 applications resolved, 20,542 visit visas granted to Ukrainian nationals, and 2,302 applications rejected. Therefore, the UK visitor visa success and refusal rate from Ukraine are 87.84% and 9.84%, respectively.

Standard Visitor Visa

Ukrainian nationals can apply for standard visitor visa for tourism (holidays), visiting family in the UK, business meetings, study (courses up to 6 months), and other permitted activities.

Ukrainians can apply for either short term (6 months) or long term (2, 5 and 10 years) standard visitor visa.

The UK multiple entry visa rules are same for all types of standard visitor or tourist visa. Therefore, Ukrainians on standard visitor or tourist visa can stay in the UK up to 180 days per visit.

Marriage Visitor Visa

Ukrainians need to apply for marriage visitor visa if they are travelling to the UK for getting married, forming a civil partnership, or giving a notice of marriage or civil partnership.

UK marriage visitor visa fees in Ukraine are US$129.

Ukrainians can stay in the UK up to 180 days on a marriage visitor visa.

Private Medical Treatment Visitor Visa

Ukrainians need to apply for a medical visitor visa if they are travelling to the UK for getting private medical treatment and check-up for more than 6 months but not more than 11 months.

The UK Private Medical Treatment Visitor Visa Fees in Ukraine are US$257.

Ukrainians can stay in the UK up to 11 months on private medical treatment visa.

Please note, there is no provision in the Immigration Rules for a family member, friend, or nurse to accompany a visitor, who is coming to the UK for private medical treatment. Therefore, any attendant needs to apply as a visitor and satisfy the requirements.

Visiting Academics

For research and formal exchange arrangements, Ukrainians can apply for academic visitor visa UK up to 12 months.

The UK Academic Visitor visa cost for Ukrainians is US$257.

Ukrainian academics (and their accompanying partner or child) can stay in the UK up to 12 months on academic visitor visa.

Permitted Paid Engagement (PPE)

The Permitted Paid Engagement (PPE) visitor visa is for those Ukrainian experts who are coming to the UK for undertaking specific paid engagements up to one month.

Accordingly, as per Appendix 3 of Appendix V of the Immigration Rules, Ukrainian professionals such as visiting examiners, assessors, lecturers, designated air pilot examiners, qualified lawyers, artists, entertainers, and sportspersons can apply for Permitted Paid Engagement visitor visa up to 30 days.

UK Permitted Paid Engagement visit visa fees requirements in Ukraine are US$129.

Parent of a Child Student Visa

Ukrainians can apply for a Parent of Child Student visa up to 12 months if their child is attending an independent fee-paying day school in the UK.

Parent of Tier 4 Child Student visa cost in Ukraine is US$684.

Transit

The transit visa is for those Ukrainians who intend to transit the UK on route to another country outside the Common Travel Area (CTA) and who will enter the UK for up to 48 hours by crossing the UK border unless Appendix Visitor: Transit Without Visa Scheme applies.

Please note Ukrainians citizens having a valid standard, marriage, or medical visitor visa are allowed to transit the UK. Therefore, such passengers do not need to apply for the transit visa.

How much is Transit Visa Fees in Ukraine?

Cost of Direct Airside Transit (DATV) visa in Ukraine is US$45.

The application charges for ‘Visitor in Transit’ and for ‘Joining a Ship or Aircraft as a Member of Crew of that Ship or Aircraft’ are US$82.

7. UK Student Visa Fees and Requirements for Ukrainian Citizens

As of October 5, 2020, UK student visa under Immigration Rules Appendix Student has replaced Tier 4 (General) Student route.

To study English Language in the UK, Ukrainians can also apply for Short-term Student (English language) visa.

If Ukrainians intend to study a course for 6 months or less in the UK, then can do so on visitor visa.

A Ukrainian citizen who is in the UK on a student visa can apply to extend their immigration permission or switch to a Graduate visa if they meet the Immigration Rules. They can benefit from a document flexibility concession.

Student Visa (aka Tier 4)

If Ukrainians intend to study with a UK sponsor on a course of further or higher education, a pre-sessional English course, a recognised foundation programme or to take an elected post as a Student Union Sabbatical Officer then need to apply for Student Visa as per Immigration Rules Appendix Student.

What is UK Student Visa Success Rate for Ukrainians?

In the year ending September 2022, a total of 730 Ukrainians applied for student visa UK. 727 applications resolved, 712 student visas granted to Ukrainians, and 13 applications rejected. Therefore, the UK student visa success and refusal rate for Ukrainians are 97.94% and 1.79%, respectively.

How Much is UK Student Visa Fees in Ukraine?

UK student visa fees in Ukraine are US$467 to study in London or elsewhere in England or Britain.

Student dependants (spouse, partner, children) visa UK fees in Ukraine are also US$467.

Priority Student Visa Fee in Ukraine 2023

To accelerate processing time within 5 working days, the cost of priority student visa UK in Ukraine is US$789 i.e. application fee US$467 plus priority service charges US$322.

Ukrainians can use super priority (premium) service to expedite student visa processing by next working day.

The cost of super priority student visa UK in Ukraine is US$1,698 i.e. application fee US$467 plus super priority service charges US$1,231.

IHS Fees for UK Student Visa Ukraine

The study visa Immigration Health Charge (aka Immigration Health Surcharge or IHS) requirements for Ukrainian students are @ £624 per year for each year of stay in the UK.

IHS for student dependent visa from Ukraine is also @ £624 per year for each year of stay in the UK.

Can Ukrainian Students Work in the UK?

Ukrainian students on degree level course in the UK can work for 20 hours per week during term-time.

Ukrainian students on below degree level course in the UK can only work for 10 hours per week during term-time.

During semester break, Ukrainian students on degree or below degree course can work fulltime.

Dependent spouse of Ukrainian student studying below degree level course cannot work in the UK. However, a dependent spouse of Ukrainian students studying degree level course can work (including self-employment and voluntary work) in the UK.

Does UK Give Post Study Work Visa to Ukrainians?

Yes, under the Graduate route Ukrainian students, who have completed bachelor’s degree or above in the UK, can apply for 2-Year post study work visa.

If Ukrainians have completed PhD in the UK, then can get 3-Year post study work visa.

Short Term Student (English Language) Visa

If Ukrainians intend to study English language in the UK for more than 6 months but not more than 11 months at an accredited institution, then needs to apply for Short-term Student (English language).

English Language study visa fees requirements for Ukrainian students are US$257.

If Ukrainians intend to study a course for 6 months or less without student sponsor but with an accredited provider, then can apply under Appendix V for Visitor.

8. UK Family Visa Fees and Requirements for Ukrainian Citizens 2023

The family route is for those Ukrainians who can apply for a UK visa because of their relationship to a person settled in the UK or a British citizen. This includes spouse settlement visa, adult dependant relative, parent of a British Child visa etc.

The UK Government has provided temporary relief to Ukrainian nationals seeking to stay in the UK under the family Immigration Rules as they may face challenges if they are required to return to Ukraine to make an out of country application for entry clearance.

UK Family Visa Success Rate for Ukrainians

In the year ending September 2022, a total of 209 Ukrainians applied for family settlement visa UK. 275 applications resolved, 247 family settlement visas granted to Ukrainians, and 5 applications rejected. Therefore, the UK family (spouse) settlement visa success and refusal rate from Ukraine are 89.82% and 1.82%, respectively.

Spouse or Partner Visa UK for Ukrainians

In terms of Appendix FM of the Immigration Rules, Ukrainians can apply for spouse (partner) visa under the 5-year route.

If Ukrainians meet the spouse visa requirements under the 5-year route, then get entry clearance as spouse, civil, unmarried, same-sex partner for an initial period of 33 months with no recourse to public funds.

After 30 months Ukrainians need to make spouse visa extension application for a further leave to remain in the UK.

Ukrainians may qualify for ILR (indefinite leave to remain) after completing 60 months (5 years) in the UK under the family settlement route Appendix FM.

ILR under the 5-year route is for those who meet all the suitability and eligibility requirements of the Immigration Rules at every stage.

Parent of a British Child

Ukrainians can apply for Parent of a British Child Visa if they have the sole responsibility for or direct access to the child following the breakdown of their relationship with the child’s other parent.

Parent of British Child visa application charges are US$1,980.

Adult Dependant Relative

Ukrainians can apply for Adult Dependant Relative Visa if they are parents (or other adult dependent relatives such as brothers, sisters etc) and need long-term personal care due to illness, age or disability and the UK sponsor is their only relative, who can provide such long-term personal care without recourse to public funds.

UK Adult Dependant Relative visa fees in Ukraine are US$4,184.

Dependants joining or accompanying

The ‘joining or accompanying’ route is for those Ukrainians who are applying for visa based on their relationship to another migrant who is not settled in the UK or a British citizen, and who is on a route without a specific visa for dependants.

The UK spouse or partner visa fees in Ukraine under Dependant Joining or Accompanying route are US$1,980.

Returning Residents

Ukrainians may be able to live permanently in the UK as a ‘returning resident’ if they were previously settled in the UK.

UK visa application cost in Ukraine for Returning residents is US$684.

EEA Family Permit

Due to Brexit, the EEA family permit route under EEA Regulations 2016 has ended on June 30, 2021.

EU Settlement Scheme Family Permit

In terms of Appendix EU (Family Permit), Ukrainians can apply for EU Settlement Scheme (EUSS) Family Permit as a non-EEA family member such as spouse, civil partner, child, child above 21 years of age, and parent of an EEA national living in the UK.

There are no application charges for EUSS Family Permit in Ukraine.

9. UK Work Visa Fees and Requirements for Ukrainian Citizens 2023

The most popular route for getting a job in the UK from Ukraine is the Skilled Worker visa.

Ukrainians can also apply for other types of UK work visa such as Innovator, Startup, Global Business Mobility, Health and Care Worker etc.

After the Russian invasion, the UK Government has granted temporary concession to Ukrainian citizens in the UK on a visitor visa. Accordingly, Ukrainians in the UK on a visitor visa can switch into a points-based route without having to leave the UK. However, Ukrainians need to meet the requirements of the relevant work route and pay the associated application fees.

UK Work Visa Success Rate for Ukrainians

In the year ending September 2022, a total of 11,811 Ukrainians applied for work visa UK. 11,801 applications resolved, 11,009 work visas granted to Ukrainian nationals, and 189 applications rejected. Therefore, the UK work visa success and refusal rate from Ukraine are 93.29% and 1.60%, respectively.

Skilled Worker (aka Tier 2 General)

If Ukrainians are sponsored to do a specific skilled job for a Home Office licensed sponsor, then can apply for Skilled Worker visa.

Skilled Worker visa has replaced the Tier 2 General (aka work permit) in 2020. However, unlike Tier 2 General, this new route for skilled workers can lead to permanent settlement (ILR) in the UK. Therefore, Ukrainian citizens can move to UK from Ukraine through the Skilled Worker visa route.

A Ukrainian citizen with a Skilled Worker visa that is due to expire can apply to extend their leave or settle in the UK as normal and can benefit from a document flexibility concession.

Health and Care work visa route for skilled workers can lead to permanent settlement (ILR) in the UK. Therefore, Ukrainian citizens can move to UK from Ukraine through Health and Care Worker visa route.

The UK Health and Care visa fees depends on the duration of the Certificate of Sponsorship (COS).

If the COS is for 3-years or less, then application cost is US$318.

If the COS is for 3-years or more, then application charges are US$617.

Start-up

If Ukrainians intend to set up an innovative business for the first time in the UK, then can apply for the Start-up visa.

UK Start-up Visa Fees in Ukraine are US$487 for main applicant and dependants.

Please note, Start-up visa has replaced the Tier 1 Graduate Entrepreneur route in March 2019.

Successful applicants may get up to 2-year leave. Start-up is not a route to settlement. However, Ukrainian may be eligible to move permanently to UK if they progress from start-up to innovator, which is a route to settlement.

Innovator

If Ukrainians intend to do innovative, viable, and scalable business in the UK then can apply for the Innovator visa.

UK Innovator visa fees in Ukraine are US$1,334 for main applicant and dependants.

Please note, Innovator visa has replaced the Tier 1 Entrepreneur route in March 2019.

To apply for innovator visa UK (aka tier 1 or t1 business visa), Ukrainian usually need to have an endorsement letter, £50,000 of investment funds, B2 level of IELTS or equivalent for proving English language ability and at least £1,270 for maintenance funds.

The initial duration of innovator visa is 3 years. After 3 years, Ukrainian on innovator visa route can apply for an ILR i.e. permanent settlement in the UK. Therefore, if Ukrainian businesspersons or entrepreneurs intend to emigrate (move permanently) to UK from Ukraine then Innovator route is a workable option.

Investor

Investor visa is for high value Ukrainians, who intend to make an investment in the UK.

UK Investor Visa fees in Ukraine are US$2,109.

Global Business Mobility Visa UK from Ukraine

Global Business Mobility Visa route consists of several new sponsored categories for businesses to establish presence in the UK, transfer overseas staff, or come to the United Kingdom for a specific business purpose.

The five sub-categories to Global Business Mobility Visa UK are:

  1. Senior or Specialist Worker
  2. Graduate Trainee
  3. UK Expansion Worker
  4. Service Supplier
  5. Secondment Worker

Ukrainians can get the Global Business Mobility visa if the UK employer sponsor the worker to come to the UK for specific job.

The Global Business Mobility visa is points based.

Ukrainians need to score 40 to 60 points depending on the sub-category of Global Business Mobility Visa UK.

All five sub-categories of Global Business Mobility visa do not lead to settlement (ILR) in the UK. Therefore, Ukrainian citizens cannot emigrate (permanently move) to UK from Ukraine through Global Business Mobility route.

Senior or Specialist Worker Visa

This route is for senior managers or specialist employees who are assigned to a UK business which is linked by common ownership to the overseas employing company.

Senior or Specialist Worker visa has replaced the Intra-company Transfer route.

Senior or Specialist Worker visa fees in Ukraine depends on the duration of application.

If the application is for 3-years or less, then the fees are US$805.

If the application is for three years or more then the fee is US$1,590.

Graduate Trainee

This route is for workers on a graduate training course which leads to a senior management or specialist position and who are required to undertake work placement in the UK.

Graduate Trainee visa has replaced the Intra-Company Graduate Trainee route.

UK Expansion Worker

Ukrainians can apply for Expansion Worker visa if they are specialist or senior employees who are assigned for business expansion in the UK.

UK Expansion Worker visa has replaced the Sole Representative of an Overseas Business route. However, the Sole Representative visa will remain open for Media Representatives and those already on Sole Representative visa extending or applying for ILR in the UK.

Service Supplier

The Service Supplier Visa is for overseas workers coming to the UK to provide a service that is in line with UK trade commitment.

UK Service Supplier visa fees in Ukraine are US$333.

Service Supplier visa has replaced contractual service providers and independent professional persons in the T5 Temporary Worker – International Agreement route.

Secondment Worker

The UK Global Business Mobility Secondment Worker Visa is new route.

Secondment Worker route is for those Ukrainian workers who are seconded to the UK as part of a high value contract or investment by their employer overseas.

Secondment Worker visa fees in Ukraine are US$333.

High Potential Individual (HPI)

High Potential Individual visa is for Ukrainian graduates from the top-50 Universities across the world who wish to come to the UK to undertake full-time employment or self-employment work or seek employment opportunities.

The High Potential Individual visa fees in Ukraine are US$920.

Ukrainian citizens having Bachelor’s or Master’s degree will get a 2-year non-extendable High Potential Individual Visa UK. Applicants having a PhD qualification can get a 3-year High Potential Visa.

Ukrainian need to meet the English language and financial requirements for scoring 70 points. High Potential Individual Visa route does not lead to settlement (indefinite leave to remain – ILR) but Ukrainian citizens can switch to other routes if they intend to work, emigrate, or move to UK.

Scale-up

The Scale-up visa is those Ukrainians who have a sponsored job offer from an authorised UK scale-up company to qualify for a ‘fast-track visa’.

Scale-up Visa UK Fees in Ukraine are US$920.

Ukrainian citizens will initially get a Scale-up Visa for 2-years – the first six months of which they need to work for the sponsor. Afterwards, Ukrainian citizens may be eligible to extend the Scaleup visa in the UK for up to 3 years.

Ukrainian migrants in the UK on a Scale-up visa can apply for settlement (indefinite leave to remain – ILR) after a period of 5 years. Therefore, Ukrainian citizens can emigrate (permanently move) to UK from Ukraine through Scale-up visa route.

Global Talent

Ukrainians can apply for Global Talent visa if they are a leader or potential leader in academia or research, arts and culture, and digital technology.

Global Talent visa UK fees in Ukraine are as under:

  • Approval Letter from a competent body in respect of an initial application US$587
  • Main Applicant – where Approval Letter is required US$215
  • Main Applicant – where Approval Letter is not required US$802

T2 Minister of Religion

The T2 Minister of Religion route is for those Ukrainian Citizens who intend to undertake preaching and pastoral work, Missionary, or Member of a Religious Order in the UK.

T2 Sportsperson

The T2 Sportsperson route is for an elite Ukrainian sportsperson or coach whose employment will make a significant contribution to the development of sport at the highest level in the UK.

T2 Sportsperson visa fees depends on the duration of the Certificate of Sponsorship (COS).

If the COS is up to 12 months, then application charges are US$333.

if the COS is for more than 12 months then application cost is US$805.

T5 (Temporary Worker)

T5 (Temporary Worker) visa is for:

  • Seasonal Worker

10. How Ukrainians Can Apply for UK Visitor Visa?

The visa application process starts with the purpose of visiting the UK and ends with passport collection.

Ukrainians can apply UK visa online and no paper application form is required.

Ukrainians can apply UK visitor visa 3 months prior to the intended visit.

For instance, if a Ukrainian passport holder wishes to visit the UK for tourism from Feb 15, 2023, to 5 March 2023, then can apply from Nov 15, 2022, onwards.

Ukrainian nationals usually submit a UK visitor visa application 4-6 weeks prior to the scheduled visit as the processing time for most of the applications from Ukraine is within 15-30 working days!

Purpose of Visiting the UK from Ukraine

Staff of the application centre takes electronic photograph and biometrics (scanning of fingers + thumbs).

If the application is successful British HC or Embassy uses the electronic photograph taken at UKVAC for visa vignette.

The UK visa processing time from Ukraine for all the short and long-term visitor visa application is usually within 10-15 working days i.e. 2 to 3 weeks.

Priority visitor visa processing time from Ukraine is normally within 5-7 working days.

At times tourist visa processing time for Ukrainians may escalate up-to 12 weeks due to documents verification, interview, administrative bottlenecks etc.

UKVI Decision Email for Ukrainians

Once applicants visit application centre in Ukraine to prove their identity, then UK visa processing time starts from the appointment day after biometrics (fingerprints and a photograph).

The UK visa processing time ends when Ukrainians receive email from UKVI.

UKVI’s decision email usually states that visa application has been processed and the application centre (TLS Contact) will inform the applicant when passport is ready from collection.

Once the UKVI makes the decision on the application then the UKVAC will inform the applicant for passport collection.

If application remains unresolved even after 12 weeks or sixty working days, then applicants may need to contact UKVI.

Ukrainians can either reapply or file Judicial Review after UK visitor or tourist visa rejection.

There is no right of appeal or administrative review against UK visitor visa denial.

If Ukrainians have applied for UK visa on human rights grounds, then can file appeal after refusal.
